Terra-Gen’s application was sent back on November 23, during its 60-day Completeness Review, with the following missing or incomplete information noted:
- Missing property maps;
- Incomplete lease lists;
- Inadequate information regarding rights of way and residents’ permission;
- Access roads and tree clearing found to impact wetlands and other environmentally sensitive areas;
- Incomplete description of rock backfill and topsoil displacement;
- Missing turbine foundation drawings;
- Incomplete turbine model description;
- Insufficient detail about the project’s impact on health and safety;
- Missing plan for waste removal;
- Missing description of fire code compliance;
- Missing Safety Response Plan with provisions for training first responders;
- Lack of security and independent validation of regulation compliance;
- Inadequate information regarding noise detection receptors;
- Missing air detection visibility assessment;
- Missing analysis of the cumulative effect of new combined with existing turbines in the area;
- Rationale for installing 20 miles of overhead transmission lines with detrimental visual effect;
- Missing viewshed maps and photo simulations showing visibility within five miles of facility;
- Missing descriptions of local historical and cultural resources;
- Missing plan to monitor and keep shadow flicker under 30 hours a year;
- Missing plans for mitigation planting;
- Insufficient industrial lighting plan, including aviation hazard lights;
- Inadequate geology, seimology, and soils mapping;
- Insufficient identification of impacts to plant and animal species (including endangered species) and wildlife habitats;
- Evaluation of impact of construction/operation on groundwater;
- Inadequate maps of publicly regulated bodies of water;
- Missing or inadequate statements of tree clearing, grading, placement of transmission lines, and other restoration/mitigation protections in relation to wetlands;
- Insufficient study of impacts to, and protections for, agricultural lands;
- Lack of policy regarding retention of access to agricultural areas;
- Insufficient detail related to construction impact on roads;
- Misinformation about how the project will further the goals of climate change mitigation;
- Insufficient detail about financial impacts on the community (e.g., how the project will affect school operation, and costs incurred for municipal services such as fire and other emergency services;
- Missing information about host community benefits;
- Missing statistical analysis of environmental justice;
- Erroneous reporting of broadcast communication sources;
- Missing detail about FAA communication and/or approval;
- Missing map showing existing underground cable and fiber optic transmission lines in the area;
- Missing information about impacts to microwave communications in proximity to proposed turbine siting;
- Missing details about location and protection of natural gas and other pipelines ni the area;
- Missing information about rights of way with unique electric and magnetic field characteristics;
- Lack of financial and implementation planning for eventual decommission of wind turbines and restoration of land impacted;
- Inadequate project maps;
- Insufficient or untimely pre-application communication with host municipalities and lack of evidence to demonstrate compliance with local zoning laws;
- Missing evidence of substation and maintenance building compliance with local zoning regulations;
- Missing information related to waivers sought by the developer against local road use laws;
- Missing evidence of compliance with local setback and transmission line laws;
- Insufficient evidence of state road use permits and federal approvals of protection for ecology and wildlife.
